The Bellevue City Council has recently taken significant steps to promote sustainable development and address housing needs within the city.
Adoption of the Sustainable Bellevue Plan
In October 2025, the council unanimously adopted the 2026-2030 Sustainable Bellevue Plan. This comprehensive plan aims to reduce greenhouse gas emissions and enhance climate resilience. Key strategies include expanding the Energy Smart Eastside program, promoting building decarbonization, and further electrifying the city’s vehicle fleet. The plan is organized around five focus areas: climate change, energy and buildings, mobility and land use, waste, and natural systems.
Zoning Adjustments for Mixed-Use Areas
In March 2026, the council approved ordinances implementing the Housing in Mixed-Use Areas (HOMA) land use code amendment. This initiative is designed to encourage more housing, increase affordability, and support active, walkable mixed-use areas in Bellevue. The HOMA proposal aligns with the city’s Comprehensive Plan and Affordable Housing Strategy and is expected to encourage redevelopment.
Community Engagement and Future Plans
The council has emphasized the importance of community engagement in these initiatives. Public hearings and information sessions have been conducted to gather input and ensure that the plans align with the needs and aspirations of Bellevue residents. The city continues to explore additional measures to promote sustainable development and address housing challenges, with ongoing discussions and potential future actions anticipated.
