Bellevue Implements Paid Street Parking to Manage Urban Growth

In a significant move to address increasing urban congestion, the Bellevue City Council has approved the implementation of a paid street parking program across the city’s densest neighborhoods, including Downtown, Wilburton, BelRed, and the Spring District.

The new program will utilize a dynamic, demand-based pricing model, with hourly rates ranging from $1 to $8. This approach aims to maintain an on-street occupancy rate of 80%, ensuring that approximately one to two parking spaces remain available per city block. The city’s transportation department will oversee the program, focusing on reducing traffic impacts caused by limited parking availability and overcapacity issues.

Revenue generated from the paid parking will be reinvested into the community, covering costs related to installation, equipment maintenance, parking enforcement, and future transportation and traffic studies. Additionally, funds will support the expansion of BellHop, Bellevue’s app-based free shuttle service, enhancing sustainable mobility options for residents and visitors.

While the city currently operates around 55,000 off-street parking spaces within garages and private lots, it controls approximately 600 on-street parking stalls. The introduction of paid street parking is expected to optimize the use of these spaces, contributing to a more efficient and accessible urban environment.

Implementation details, including the rollout of signage and mobile app payment instructions, will be systematically introduced across the urban core before enforcement begins. Residents and visitors are encouraged to stay informed about these changes to ensure a smooth transition to the new parking system.
