Bellevue Implements Paid Street Parking to Manage Urban Growth

Bellevue is transitioning from its longstanding policy of free street parking to a paid system in its densest neighborhoods, including Downtown, Wilburton, BelRed, and the Spring District. This change aims to address traffic congestion and support the city’s urban development.

The Bellevue City Council recently approved an ordinance to implement a dynamic, demand-based pricing model, with hourly rates ranging from $1 to $8. The goal is to maintain an on-street occupancy rate of 80%, ensuring 1–2 open parking spaces per city block. The city plans to reinvest the revenue into transportation infrastructure and services, such as the BellHop shuttle program.

While some local businesses have expressed concerns about the impact on customer accessibility, the city emphasizes that the program is designed to improve overall mobility and reduce gridlock. The exact start date for the paid parking system has not been announced, but signage and mobile app payment instructions will be rolled out systematically before enforcement begins.
