How Bellevue Is Tackling Housing, Sustainability, and Community Growth

By Olivia Adams

Expanding Affordable Housing Options

This spring, Bellevue adopted its 2026–2032 Affordable Housing Strategy, a comprehensive plan outlining goals to build or preserve 5,700 affordable homes over the next decade. The plan focuses on equity, stability, and serving unique housing needs across incomes and backgrounds. Community input played a big role—over 650 residents and dozens of organizations shaped the strategy through multiple engagement phases. Bellevue is also revisiting policies to encourage housing diversity, such as accessory dwelling units and middle-housing types.

Sustainability and the 2026–2030 Roadmap

Bellevue has adopted its newest Sustainable Bellevue Plan, guiding citywide climate and environmental work through 2030. Key pillars include reducing greenhouse gasses, promoting low-carbon transportation and land use, managing waste and materials better, and protecting natural systems. Municipal operations aim to reach carbon-neutrality early, while the community focus includes cleaner energy in buildings, more public transit and safe walking or cycling options.

Growth, Zoning, and “Next Right Work” Code Updates

Bellevue continues implementing its “Next Right Work” agenda to remove barriers to housing, streamline permitting, and encourage development in mixed-use areas. Recent approvals include the Housing in Mixed-Use Areas (HOMA) code changes aimed at promoting walkable neighborhoods and affordable housing near transit. Other adjustments are revising land-use regulations downtown, handling project vesting, and standardizing zoning processes.

Where Residents Can Get Involved

The city has public engagement built into much of this work. Drafts of major plans (like the Sustainable Bellevue Plan) are open for feedback, neighborhood area planning involves direct workshops and outreach, and code amendment hearings are ongoing. Whether you want to shape development, protect green spaces, or advocate for neighborhoods, there are opportunities now to weigh in.

Challenges Outlined

  • Balancing housing growth with preserving neighborhood character and natural areas.
  • Ensuring affordability while construction and infrastructure costs rise.
  • Streamlining permitting processes without compromising environmental or community standards.

What’s Ahead

Bellevue leaders plan to implement major portions of these strategies across 2026–2030. Watch for updates on zoning codes, infrastructure spending, and sustainability performance. City hall has pledged regular progress reports, and spaces for public input are expected to remain available throughout the process.
